Evinrude 140 bogging

I have an 86 evinrude that seems to bog down when trying to take off...The boat takes forever to get out of the hole and the motor will bog when giving it throttle...i have seafoamed and had the gas checked...It also seems to idle rough...wont stay running....What are some things i can try

Loosen your tank cap (your are checking for clog vent) if no change
Tray connecting a external gas tank and check
If the above does not work you will need to remove and clean your carbs ..
