Evinrude 140 tilt trim actuator sequence problems

The tilt trim will physically work up/down, but not properly. What it's doing is trimming up normally, but to trim down I have to wait like 30 seconds for the two short pistons to go all the way down before the engine will finally move with the tall piston lowering it. If I stop lowering it halfway and decide to go back up, I have to wait another 30 seconds for the small pistons to go all the way up before it allows the tall piston to start moving the engine back up.

When the engine is tilted up and I decide to go down, what it's supposed to do is lower the large piston until the engine contacts the two short ones, and then use all three to lower the rest of the way. I've pulled and cleaned 4 check valves, not sure what else to look at.

Just noticed one other problem, if I open the manual release valve the engine will not come down, no matter how hard I pull on it. However when you open the release valve if you operate the electric motor it will bypass internally, but the ram will not come down. When the valve is closed/normal then the tilt ram will not operate unless the short ones are all the way up, or all the way down.
