Evinrude 15 4 stroke

I just bought a 99 Evinrude 15 hp 4 stroke. Also ordered a service manual from Ebay but it won't be here until next week. In the meantime I'd like to change the oil, plugs etc. before running it this weekend. I'm new to 4 strokes and pretty clueless. What kind of oil? Where is the drain plug? If anyone knows the correct plug gap I'd appreciate the info.

Also, this is model E15R4EEB. Can an electric starter be added? Looks like there is a place for it but it would probably need a kit of some kind with brackets etc. No pun intended, but where would I start with this project? Thanks guys.

here's the best place to start, follow the prompts, to your engine diagram, there is also a complete parts list. don't feel bad, there are a lot of us that are Clueless about 4 strokes.
