Evinrude 15hp slow down at full Throttle in Gear

My 1988 Evinrude 15hp 2 stroke seems to slow right down when I throttle up in gear.

Out of gear it runs fine and does not loose revs!

I have new coils, new power pack, carb has been overhauled.

Fuel has been left in the carb for a year since it was last overhauled!
