evinrude 1987 28hp starter stud bolt hole stripped.

As the title says one of my starter bolt holes has stripped. I'm posting the photo for reference.

Originally I tried to retap the hole, but that didn't work. Then I tried a helicoli with red loctite, which worked fine but a bit then became loose and when I tried to retighten the nut the heicoli and the stud ended up breaking a small piece of the block?

It being the middle of the season here in NY and me being impatient I reformed the broken piece with jb weld and put another helicoli in it. This again worked for a few weeks with moderate use and now the stud has loosened and is spinning again.

I'm wondering what my options are. For the rest of the season, I may try to use a rope to start it (at least at my dock) to stop stressing the bolt as much as possible. In the past the starter wasn't aligned and its teeth got a little chewed up along with the flywheel.

Does anyone have opinions? The engine runs mint, but this issue is getting really annoying. People have suggested a bigger bolt but the mounting area is already really thin along with the hole through the starter bracket.

Might take it to a local welder to see if he can do anything.
