Evinrude 250 V8 starting question

I have a 1992 250 V8 outboard........Whenever it sits too long, like over the winter, its a b_ _ch to get started. Once I get it running once, its usually not a problem. I suspect that I should look into my fuel system and priming pump....Any suggestions would be great.....

What happens is the crankcase drys out over setting up. If you pull the kill cord and crank and choke the engine several times(then reinstall it) or remove cowling and set primer to manual and squeeze bulb 1 good time, it will start every spring on cranking.
