Evinrude 50hp has 1 wet plug?

82 Evinrude 50hp. Top plug is good, lower is wet. Coils are firing (checked by inductive timing light). Champion plugs. Don't want to idle. Could my lower carb float be to high? What are symptoms of a high float? Possibly a leaking float? CDI was changed out, and same symptoms? Thanks for any info, or help. I have a youtube video of it running, but don't know how to add video on here. :confused:

Potential sunk/misadjusted float. Also could be misadjusted or leaking low speed jet.

Non adjustable carb (just has three jets). I pulled float, and it was light as a feather. No fuel inside of float. Flipped carb upside down, and float was level with carb body. I attached hose to carb and blew through it (while body was upside down), and it shut off. Carb right side up and air rushed through. I could not blow through hose while float was shut. I'm stumped. How can bottom plug be wet when carb is non adjustable?:( Thanks.

UPDATE.... I found the culprit. Local marina that rebuilt carbs swithced the idle jet (small) with the larger intermediate jet. That's why plug is getting wet at idle. Time for someone to get some glasses. This thing has drove me nuts since last fall!
