if you say the timer & base we can understand what you talking about ,[ govenor] , remove the flywheel fist .

my understanding of a govenor , is that its related to timing excetra , which is the timer&base under the flywheel , no its not in the foot nor in the boot . but on top of the motor .

duh sorry brain fart I know what your talking about now so in order to get it to full rpm would be to order a new timer and base.

smell the roses , ha . i think it would be better if you explain what the motor is doing , because there are a few things that could cause rpm problems , it may not be necessary to get a new timer& base ,

its a ex rental pontoon boat when giving full throttle it will go about 15 mph and you can fell like its getting lack of gas for a split second til it gets back down. feels like its limiting itself on rpms

I'm getting 55 psi across the board. I have a 90 hp mercury on my other pontoon boat I may just go ahead and use since its alot newer and I know runs very good.

Compression of 55 is awfully low for that engine. Has it been sitting for a long period of time, maybe rings stuck. By the way you describe it, you could be dropping a cylinder or have some carb problems.

I know that is horribly low it hasn't been sitting but looks like I will be taking apart my carbs just to look but really starting to think its going to be internal atleast the body of the boat is worth quite a bit for what I paid for it but man it cranks no problem with no effort and is quiet as can be way more quiet the my 89 evinrude 65hp and actually runs smoother.

Might want to try a different compression tester and see if come up with different results.

Also check the sync & link on it. Seeing it was a rental boat maybe somebody has messed with that.
