Evinrude 9.9 ignition question

I have a 1989 evinrude 9.9 with electric starter.

My question is the kill switch a passive switch or an interupter switch.

In other words is there neg power running at all times or is no neg power untill switch makes contact.

My crappy manual does not state anything.

any info would be great.

edit: It is a switch, when closed, grounds out the ignition.
