OK, I have spend all day working on this engin.

85 Evinrude although my Grandpa thinks he got it
in 87. Been sitting in the shed for 5 years.
Got it out. Cleaned it up. Took the carb off
and worked all day on getting it to run.
I can't get it to stay running unless I spray starter
fluid into the carb. If I do this it will stay running
as long as I squirt it in. The carb is clean now
So I know this can't be it. Gas is getting to the carb
but it just doesn't seem to either have any or enough to mix
and run very well.

Any suggestions?

Don't use starting fluid. These engines need lube in the cylinders. Sounds like your float is sticking. take the carb off and buy a rebuild kit. They are less than 20 bucks. Remove and replace the needle valve and seat then set your float (it sounds like it is sticking) so it is level with your carb when turned upside down. Also your problem could be your high speed jet. Take a small wire like a twist tie (after removing the coating) and run it up in the jet. Use some compressed air and blow out any crap that is in there. This should solve your problem. Let us know.
