Evinrude 9.9 won't start with the fuel pump connected

I have an Evinrude 9.9 that wouldn't start. If the fuel pump is not connected to the engine I can get it to start but only at fast idle. If I connect the the fuel pump I can't get it to start. I rebuilt the fuel pump but it does the same thing. I'm lost on what to do next
