Evinrude auto choke on crossflow

It seems as though my choke does not work. It is controled from the throttle and seems as though it does not engage when it is pressed. How would I check it to confirm that it is working or not. ( I believe that it is not)

If its the electric solenoid type you can hear it click.
Otherwise check the solenoid with a meter.
