Well, got all my parts and put the fleetwin back together - I have a nifty running location for it....at the end of the small pier in our pond I put a cross member and the engine sits on it with tank sitting on deck - fired it up and lots of water coming out of the exhaust port area - so that all worked good.
The engine starts great and idles fine I have high speed issues - can gradually increase rpm up to about 3/4 throttle where it starts to misfire then beyond that will either run no faster or die depending on where I have the high speed adjustster knob - I know it should run faster than it is as well. I can get higher rpm in neutral but in gear will not go to full rpm (to my ear only) - any suggestions? Could the high speed jet be clogged in there? Can I remove the needle completely from the high speed adjustment to spray carb cleaner in there? Any suggestions as to other causes for this?

BTW I put the fuel oil mix just like it said inside the cowl - 1/2 pint oil to each gallon....sure seemed a lot to pour a pint into two gallons of fuel but it runs great on it.
Also, I do not have a handbook for this motor - any info on adjustment of the slow/high speed knobs would be much appreciated.
Thank you

Re: Evinrude fleetwin 7.5 high speed adjustment advice please

If that has the old Tillotson carb on it, low speed sets at about 1/4 turn out and 3/4 turn out on the high speed. Johny/Rude carbs set at 1 1/2 turns out on the low speed and 3/4 turn out on the high. The reason for the radical difference, is because the low speed on the old Tillotson carbs are basically an air bypass screw, whereas the Johny/Rude carbs are a fuel flow screw. The two brand of carbs look a lot alike, but on the Tillotson carbs, the two mounting studs go top to bottom, whereas the Johny/Rude carbs go side to side with the mounting studs. On the Tillotson carb, you'll also see the brand name on it as plain as day too.

What model # is it? and if you have not cleaned the carb I would take it apart and rebuild it. The kits are cheap. like $20. It sounds like you migth have an air leak or just crud in the high speed system... Are you sure you're running on 2 cylinders

Yup, 1/2 pint per gallon. That works out to a ratio of 16:1. The crank does not make use of roller bearings, but rather bushings that require more oil. If the carb is clean and adjusted properly, you should not notice too much oil...except maybe during idling.

How about a picture?

Need to check that it is running on both cylinders tomorrow - guess if I pull the plug wires one at a time and it stops then one cylinder is not firing? I can get the rpms up in neutral but not in gear.

There are two reasons why it could stall in gear, one is that it is running on one cylinder and the other is that the shock absorber is broken on the driveshaft. The latter usually makes it hard to pull start though.
