I know EXACTLY what you're talking about! I just keep messing with 'em.. F N R and it eventually goes on. I've worked on a bunch of those and I never figured out the 'proper' method. It's just a tight SOB. Hopefully someone will chime in with their answer. I'll definitely take notice! I do remember something about pulling the high speed needle out, and re-installing it after the cover was secured?? That might have been a different aluminum cowled old J/E motor though..
