Evinrude Issue

I have a new to me 1983 Evinrude 75hp. I bought the boat with the intention of re-powering but the compression in this motor is great so I thought I'd try to get it going. The motor fires right up and seems to idle pretty good. I sprayed some Evinrude engine tuner into the carbs and when sprayed in top 2 cylinders the motor bogs down. When sprayed into the bottom carb the engine doesn't change. I checked spark and it appears it is getting spark, but when I pulled the spark plug wire the engine didn't change. I did buy carb rebuild kits and hopefully I will tackle that this weekend. How can I check if the carb is feeding the cylinder? Am I missing anything? Possibly a coil or power pack issue? Thanks.

Measure spark on each. Probably little or no spark on the lower.

So the engine was idling fine before you sprayed that into the carbs and then bogged down after you sprayed it in carb? or boggs down regardless of that?

If you pulled plug wire on any cylinder and it didnt change the power, the motor isn't firing on the cylinder you pulled plug wire.. make sure spark test indicates the spark is jumping the specified gap for your motor... usually 7/16 or 1/2...
