Evinrude Johnson 3hp carb issue please help!!

Hello and awesome Site!! I am ew here and hopefully will get brocken in right lol
Anyways I have a 1993 evinrude 3hp that is having a carb issue. Starts runs but wont idle. I cleaned carb, installed new plugs, and still same problem. I sense that one of the mixture screws is off. Not sure what either the screw in the front of the carb adjusts or the one on the port side with the red knob adjusts. If anyone could tell me what they do and how to set them it would be awesome!
Also what is the proper oil mixture ratio?

If the carb adjustment doesn't help, you might check the spark and compression.

Fuel mix is 50:1 ( 2.56 fluid ounces of TCW-3 oil per US gallon)

Adjustment screw on front of carb is the idle mixture screw, See Joe Reeves' intructions to adjust at http://forums.iboats.com/showthread.php?t=167352

Red knob on port side ??

There is a red adustable knob about the size of a dime on the end of a screw, not sure if this idle or wha?
Engine has geat spark. Compression feels ok but not sure what it should check out as?

Sounds as if the the red knob is a choke knob or maybe some type of kill switch. I would be choke though. The two screws you are talking about may be the high and low speed adjustment knobs. Top should be low speed and bottom should be high speed. I would start at about 1 turn out on the low speed (upper) and about 3/4 turn out on the high speed (lower). Turn it in until it is lightly seated and then back the in out. If you could take a picture of the these knobs than someone could probably give an exact answer. I am not entirely familiar with this model but just going with my experience from many other older OMC outboards. Hope this helps.

Choke on these is operated by pulling the combined fuel tap and choke knob

Red levers on electric primer pumps are the manual operating lever ... but this is not applicable to this engine,.... manual flap type choke!

Carb diagram HERE can you identify the red knob?
