Evinrude looper 200 HP Idling Too Fast in Neutral

I have a 92 Looper Evinrude 220 HP outboard and I just replaced the power pack. I checked the part number and it looks correct. After replacing the Power Pack, I noticed that the idling RPM jumped from about 1000 RPM to 1800 RPM while the gear is in neutral. Is it safe to assume that I have gotten a bad Power Pack? Does the power pack have an effect on Idling RPM? I want to make sure before returning this thing back to the manufacturer. Thanks

Welcome!!<br /><br />If the pack was bad before the linkage may have been off to compensate. Make sure everything is set correctly.<br /><br />If you're running it on the hose (no backpressure) and it's in Quick Start the rpms will be higher. As it warms up they'll come down.<br /><br />On land and not warmed up it may well be normal at 1800.
