Evinrude - lower engine cover loose

I have a 1964 Evinrude Speeditwin that I have torn apart for some work, and its always bothered me how the lower engine cover isn't firmly attached to the base of the lower unit and has always been able to be lifted up roughly half an inch before it hits the powerhead.

I've looked at the bolts that appear to hold the two parts together (pics below) and the bolts appear to only be 'button heads' that don't go all the way through the lower cover. I'm not sure if I'm making any sense or if the pics below can adequately show, but I have no idea why this is designed this way and moreso what is actually supposed to keep the lower cover firmly held down.

The real question here - is there any reason I can't just remove the 'button head' bolts and attach through bolts to hold everything together? I assume Evinrude did this for a reason, but I can't think of a reason why no matter how long I've stared at it...

On the 64 model 28 HP each one of those are a RUBBER mount.-----Often the rubber seperates from the metal.-----They are pricey and used ones might be worth looking for !!----Take a look and it will be obvious I think.

Weird, I can't find that bushing anywhere in the schematics online. If I understand what you're saying, it should look something like this, right?

If I can't find a suitable replacement, I'll likely have to come up with a homemade solution of some kind...thanks for the response racerone

Thank you 54Bobby, that's exactly what I needed. It makes a lot more sense now seeing how its supposed to look!
