evinrude motor won't start

I have a 1976 Evinrude 9.9 that I just bought from someone. The guy i bought it from says its been sitting in his garage for over a year and I can't get it to start. It's getting fire to the plugs and i just bought the plugs for it, when i try to crank it it doesnt do anything it won't even try to fire. I even cleaned the carb. Any help would be appreciated.

ok i found out i dont have any compression in the top cylinder. bottom cylinder is around 95, a friend of mine told me the rings could be stuck but i dont know what that means, i thought if the rings were stuck the pistons wouldn't move, if they are stuck is there a way i can free them?
