I just bought a boat with a 1969 Evinrude 40 hp big twin outboard. The owner said he lost the key so I installed a new key ingnition in the dash. I had Marine Battery tested and it was not good. I put battery charger on battery and tried to start. When I turned the key the shaft coming out of the top of the starter spun around continuaously but did not olift up and engage the teeth of the flywheel and the outboard did not try to start. Do any of you know what I should do? Do you think the battery was not charging the starter fully or do you think I wired the ingnition incorrectly?
