i have a 70's 6hp evinrude my question is what metal is this made from can you weld cast metal please let me know asap thanks

What part, specifically, are you curious about? There's stainless, aluminum, and hardened steel in various places. None of which are easily welded with hobby-grade equipment.

its the trottle arm that goes up and down the break is right befor the bend of the arm

A qualified welder can tell what things are made of and what to weld them with. Visit a local weld shop they can help.

Cast iron can be welded. Dismantle and make sure it can be put together after welding.

I'm guessing that you mean the tiller handle? That's cast aluminum. It can be welded by an experienced aluminum welder.
