Evinrude Scout Trolling Motor Help

A friend just gave me an Old Evinrude Scout Trolling motor. I think its a 1974 model. But I hooked it up to the battery last night just to see if it worked, and it worked, all except the steerling on the foot padel. Does anyone have any idea if its fixable, or what i can do to make it work? This is a restoration project me and my dad are doing on our boat. I'm kind of on a tight budjet, so any cheap help would be appreciated.

If moving the pedal doesn't move the head look to see if the gear is moving. If not, the cables are either broken or unhooked. Good luck getting replacements but perhaps a cable from another unit could be modified to work. Can't tell from your pictures what's wrong. Only you can determine that.

Yeah, the gears are not moving at all. I'm kind of dump when it comes to this, but is the steering cable, normaly wrapped in the same cord as the power cable?
