evinrude starving

My 1984 70 hp evinrude out board stopped today
just as if it ran out of gas . the inline fuel filter was empty
when i squezzed the bulb it compressed but did not reinflate
remained flat....no fuel was visible in fuel filter. What can cause the
bulb on the fuel line to remain squeezed ....do I need new fuel line
new bulb or is problem in the tank. Should I take the inline fuel filter off
completely ?

Sounds like the engine is sucking a vacume, is your tank vent plugged?
Try loosening you gas cap and see if the bulb will inflate.
