Evinrude Steering Frozen

Getting ready for the season and the steering is froze solid. The piston at the engine end of the steering cable is frozen solid. I mean REALLY frozen. Tried about everything except heat. Is it possible to heat the rod a bit away from the engine to maybe free it. I don't want heat near the engine it'll burn the paint. Any suggestions would be appreciated. Thanks, Bob Ritter

Also I broke the cowling latch. Any idea where I can get one. It's a 1978 35HP

Need to explain just what "everything" is to this point. No use us all telling you what you have tried.

Salt Water boat.
Disconnected the tie rod to the engine. Engine turns smoothly.
Disconnected the cable nut ( the aluminum one ) that attaches the cable to the engine. The stainless shaft that goes thru the two bushing with the big nuts seems to be frozen in the bushings. Tried turning the shaft but it won't budge unless the nuts bushings and all turn.
Tried to drive the shaft back in with a block of wood and hammer but it won't budge. I'm afraid to use the bigger hammer.
Heating the shaft is the only thing I can think of.

Time consuming but may get the job done.
Penetrating oil, penetrating oil and more penetrating oil !!!!
Every few hours if possible. After a few applications try and move it in both directions, if no good apply more and a few hours later try again. Repeat for 3 to 4 days minimum. Remember both directions and time. After that if all else fails come back for the next step. This is not a quick process.
