evinrude wont start

i have a 1986 evinrude vro 90hp engine was overhauled a year ago won't start . i have cleaned carbureators reolaced fuel pump and ignition module. when you crank motor it will put and try to start and then is sounds like it backfiring.

possible timing issue, check key in flywheel, plug wires could be crossed, maybe water in fuel?
