exaust exiting from wrong place?

i have 1982 15 hp johnson outbored. there is exaust coming out of the pee hole, i thought that it is supposed to come out from the prop. am i right because i am worried that water needs come out of the pee hole to cool the engine. thanks for your help.

Possible blown head gasket might cause that.
