I only removed the end that connects to the drive. Is it necessary I use glue when I reassemble? Is it to seal out water or just to help hold it on?

Thanks

No glue needed.. The bellows is just to help direct exhaust gas and water to the leg and out through the prop hub....

There was an era when Merc only used a sleeve in place of the bellows, on the V8's, mid 80's from a KRAFT memory.
