exhaust bellows?

I have a '72 Winner with orignial Mercruiser I/O. I think the outboard is pre-Alfa, just because of the age. I noticed this weekend when the outboard is trimmed up that the lower bellows, I guess exhaust, does not connect to the lower unit. It is not even long enough to stay connected. It is not broken. Is this bellows supposed to be this way, or did the former owners get an upper bellows instead of the correct lower bellows?

There are bellows that connect from the transom bracket to the bell housing, or there is a tube that just attaches to the transom bracket that fits loosely around the hole on the bell housing when the drive is down. Either work. The tube is a bit louder and gives you a few extra horsepower. Those are usually found on V-8s, but anyone can put one on anything.
