Exhaust manifold block off plates

Hello all,
I am installing a new full closed cooling system on my newly rebuilt 5.7 the kit included a block off gasket but no plate does that sound right I thought their would be a flat plate plus gaskets

Ayuh,..... There's usually a gasket, a ssteel plate, 'n another gasket put in-between the manifold, 'n riser/ elbow,.....
