Exhaust shutter/water shutter on 2000 5.7L w Bravo 3

Upon removing my outdrive to grease ujoints, splines, etc, I found two rubber flaps with metal encased in the middle of them down in the exhaust portion of the drive - they were pretty crunchy and looked like they had been there awhile. Are they in fact exhaust shutters? If so, how do you go about replacing them, what function do they serve - how important are they?? I have the service manuals downloaded for this boat - is the replacement procedure outlined in one of them? Thanks in advance for any help!

Ayuh,... That's the remains of yer burnt up shutter,... They belong in the top of the y-pipe...

Ya, they're pretty easy to change...

Call me an idiot but I'm new to stern drives, what's a y-pipe and where's it located? I'm assuming it part of the exhaust system attached to the motor before it enters the drive. Pictures/diagrams are worth a thousand words, i.e. service manual reference. Can someone verify the correct manual - I was a little confused which one to download for the 2000 year model.
