Exhaust Shutter

Read a couple of older post about an "exhaust shutter" what is it? I have a 1985 merc 5.7every once and a while when on muffs I can hear a little tapping noise coming from the passager side exhaust elbow/bellows. wondering if that is what it is.

Yep. Keeps the water out at idle and when engine is off.

so its normal to hear this? That would mean it is working?

No, it is not normal to hear them. It means that the rubber part of your shutter is missing and the metal part is clanging against the y-pipe. They need to be replaced when this happens.
