Exhaust Tube

I have a '78 Grady with a Mercruiser 165HP IL6. I am new to I/O's so bear with me........On top of the exhaust tube my friend tells me there is supposed to be a flap that allows the exhaust to escape and prevants water from coming back in. Can I just replace the flap or do I have to replace the entire tube?

It's called the exhaust "shutter" and yes to just replacing it.<br />Item #7 is the shutter.<br />
