Corroded wheel cylinders.

It seems to be all 4 brakes on, I would find it had to believe all 4 cylinders would corrode the exact amount and lock up the same time, plus this system has the wash hoses and has been religiously washed after every use.

As far as keeping the trailer axle out of the water . . . seems impossible for many/most boaters. I'm lucky if I can keep the tow vehicle out of the water. It *might* be possible for roller trailers, but bunk trailers need to go all the way under.

That's an important point. roller trailers, even those with short bunks, or break trailers, are set up for "dry axle" use but not so for most bunk, or "float on."
Back in the day, you never saw float-on trailers around salt water--I can't speak to fresh water. Also, not as many people were "daily trailer" boaters, especially boats over 18'. Then the manufacturers realized that bunks were cheaper, and more people were buying trailer boats, so it brought the package cost down for "popular' boats to put them on bunk trailers. They assure everyone they are water-tight, rust proof and saltwater impervious. Nothing is.
Hence the popular trailer becomes a popular topic here due to all the problems, which are avoided with a roller trailer and different technique.

No amount of flushing can prevent wheel cylinders from corroding. Water gets behind the rubber boot of the wheel cylinder and just sits in there.

Bottom line, you need to pull the drums to see what is going on in there. Could be a lot of reasons.

As fas a float on vs roller, I have had both and both types needed the axles in the water. Of course the roller trailer we had was for a 27' boat.
