F25A Timing

Aloha,
I'm currently troubleshooting a 2002 F25A for a friend that is not running right above 1/3 throttle. The carburetor has been soaked and fully disassembled and cleaned and blown out with compressed air twice, valve clearances have been checked, powerpack and CDI have been swapped with another motor, it has good spark and about 135psi compression on both cylinders. I haven't dealt with this particular model before but it seems like I can hear and feel air coming back out of the intake more than I'd think normal. The timing belt has slack greater than 15mm deflection, obviously out of spec, but I'd like to figure out if it has possibly jumped a few teeth as a result. Where should the flywheel be lined up at with #1 at TDC? I can't seem to find it in the maint. manua I have.
