faulty fuel guage?

Have a 1985 23 ft sea ray with a 5.7 chevy and alpha stern drive. We took it up to the lake the past weekend and the fuel guage said it was on completely empty. We filled the gas tank completely and noticed that the tank only held 35 gallons. Later that day i checked the online manual at sea ray ( http://www.searay.com/Archives_Manuals/Sea_Ray_Archives/1985/26 feet and below/WE_SRV230_SS.pdf ) and saw that our boat's fuel tank actually holds 70 gallons. Since i don't know if the guage is really off or not, i'm thinking about bringing a 5 gallon gas can, and running the boat's fuel tank all the way down to see if i can get another 35 gallons after the guage says its empty. Since i'm pretty sure the guage is wrong, what would be the cause for this? Is the problem in the guage where the driver sits or is the problem with the guage inside the fuel tank? How easy is it to replace a fuel gauge inside the fuel tank?

thanks for your time

take off the wire at the sending unit on the tank.Turn on the key and the gauge should stay "E".Ground the wire and the gauge should go to "F".the sending unit is the most common failure. It's easy to change.Take out the old and bend the arm on the new one to the same length.
