Bottom fin? are you refering to the Skeg on the bottom of the leg?

It's called a skeg, yes you can replace it , order a new one for your size outboard, mark where to cut the old one, cut it with a handheld grinder, bevel the cut to get more weld area, and take it to a brother in law that welds cast aluminum. I just did the same.
