First out with the boat and the 1998 Mercury 9.9 Performance on par?

Boat is a lightweight 14' Monark aluminum with a 1998 Mercury 9.9HP 2 stroke.

Heading out into a big head wind of about 15-20mph.

Myself and a passenger (both around 200lbs)
6 gal plastic tank (full)
Small Minn Kota with battery.
poles and boxes.

GPS indicated 16mph. (I assume the headwind was slowing down top speed by 2-3mph)?

Does this sound like the Mercury is running as intended to you guys?

Sounds pretty good even with the head wind.
