First off thank you all for the help with my last steering issue...I finally got that resolved and it was all because the steering cable was mounted to the floor causing a bad angle when it came through the hole in the splash well. Once I let it hang freely it mounted up to the transom bracket just fine :)

Now that I have steering I went ahead and took it out to see if it would float...yay it did!

But BOO...it will cut out when I try to get it going fast.
The motor is a 1968 Evinrude Starflite S-Electric (model: 100882 or 100883...I think it's the first)
Brand new power pack (hope that's the right name..black box that was around $275)
Wiring was done by the PO and is not horrible but not great either (as I have been told)

I am not sure how fast this thing should go or what it should sound like so I made this short video for you all to watch.

When the throttle is only at around 20-30% she seems to run fine (at least to me) but when I give it anymore it starts to cut out and runs rough.

Things I have done to try and eliminate possible problems.
1. Used two different fuel tanks..bought new fitting for one.
2. Squeezed or checked primer bulb when throttling up (it was hard still)
3. Opened fuel filter cap (one screw) cleaned debris off screen
4. Played with the screw on the throttle cam (I think that's what it's called) but I made it run worse.
5. Accidentally turned /moved the yellow bar which turns the 4 low speed needles...was trying to figure out what it was hopefully put it back to same spot.
Stopped there so I wouldn't mess anything else up...lol

I have no idea what this motor should sound like...how fast I should be going...what RPMs I am running or if this is actually cutting out or slipping a gear even. I am a complete newb and just want to go fishing this summer on a next to nothing budget...lol

If I was on a lake this would be a fine speed for me and I wouldn't worry about it as much but since I will be going out to the Straits I would like to get it running as it should.

Things I have read so far that may need looking into...but again I don't know anything about this stuff so I may be WAY off.

1. Carbs need cleaning? - not sure how to go about this, just spray it down like a car?
2. Flywheel key - someone said that fixed their problem which sounded similar to mine
3. Check spark plugs to make sure they are all firing when in gear - no idea how to do this
4. Fuel pump problem - can I easily bypass or check this?
5. Throttle cam adjustment - not sure exactly what I am doing there either

Also to note...
One cylinder had around 20% of the compression as the other three...will be rechecking that soon now that it has run.

This boat has never been married to this motor...I had to hook up the throttle cable and just picked a spot to bolt the control lever up...I see adjustments but have not done any (if needed)

Any and all help is greatly appreciated.

Sounds like it could be starving for fuel when you throttle up what size fuel line are you running if you are running 5/16 i would try a 3/8 maybe this will help i am no professional though

Actually I don't know what size I am running...I am guessing that it is a larger size since one of the connections (I think the one on the tank) is smaller diameter fitting then the actual hose so I needed to use a couple hose clamps.

I wouldn't have thought the size of the line or fittings would matter...but maybe they do?
That's the kind of stuff I am hoping to learn on here :)

It could be many things. Dirty carbs, there are 4 of them on this engine, one carb body. A bad spark plug wire, other wires in the ignition system. Air getting into the fuel line and the fuel pump is not able to supply enough. It is possible that you have a problem in the gearcase and the motor is slipping in and out of gear once the load on the prop shaft is high enough. My dads did that but it made horrible grinding sounds. To me the cutting out is ignition related, check for wires being pinched or grounding out as the throttle is being advanced.

On a slightly different topic. I watched your video on the steering cable. I hope you fastened the bracket to the boat in a slightly better location. In the video it was barely on the transom attached with wingnuts, Not safe. too close to no transom, and wingnuts cannot be tightened tight enough to prevent loosening.

I just put the mount where it was originally mounted and used what I had on hand while testing the motor and floatability of the boat...lol

Once I or "If" I get the motor running decent enough I will then be doing the many items on my to-do list which includes fixing up the transom mount and installing it properly with stainless bolts. The wing nuts were / are plenty for the short u-turns I was doing and may be doing again down in the harbor. I know it sounds nuts but spending the $5 on bolts right now will just be a waste if this boat needs very much more money. Every little thing adds up fast...new fuel lines, PB Blaster, fittings, grease, oil, gear oil, gas...has already cost 25% of the total boat package cost...lol so any chance I can use something sitting around that will not harm the outcome I need to jump on it while in this learning phase.
