Fishing permits for Offshoe

Anyone have experience in getting the NOAA the Atlantic Tuna and Migratory Species Permits are they new or have they always been a requirement?

Well, I keep running in to you! Hey! I always get one every yr. just in case! My chances of getting a fish that I need it is slim ... but the day I need to have it will well be appreciated. Your welcome , get one who knows!
