For the low speed, gently seat it (screw in clockwise), then back out 1.5 turns.

For the high speed, gently seat it, then back out 3/4 of a turn.

Go on the water. Go full speed first, then slowly, in small increments, turn the full speed needle clockwise, leaning it out, until it wants to bog/die slow down, then back it back out 1/4 turn or so.

Go down to a low idle, and do same with low speed needle. Slowly, in small increments, giving motor time to respond, turn in needle CW, leaning it out, until it starts to lean sneeze/spit, then back it back out 1/4 turn or so.

Then may want to do high speed again, and then low again, to fine tune.

Now put needle paddles facing each other, by removing and re attaching them, so that you know if they get bumped in the future.

All done.

With great respect to High Trim, that motor has a Tillotson MD carburetor. 3/4 turn on the low speed ought to be ok as a starting point. Normally, those low speed needles worked backwards, clockwise for rich, counter-clockwise for lean. Now I may be wrong, but I sort of remember Evinrude put left-hand threads on theirs to reverse the backwardness. No matter, procedure is the same, lean it out till it sneezes then go back toward rich till it idles well. Not rocket science.
