float adjustment on 1976 mercruiser140

I just bought this boat and have been having trouble. I noticed that there was gas coming out of the tube that comes out of the carburater at an angle above the flapper. Is this a float adjustment issue? and if so what would be a proper setting? Obviously I will have to get a repair manual on this, but thought someone might be able to help me until i do so.

Is this the tube you are referring to? If so, I would think it's more of a needle and seat stuck open with some dirt or the float failed, probably not just an adjustment issue.

A new carb kit will have all the specs.
