float bowl and fuel mixture question

Hi, I bought my wife's uncle's old 3.6 hp Chrysler motor that hasn't been turned over in 10 yrs. He said I should wipe the inside of the float bowl clean to make sure all varnish is gone. I'm pretty green. Does any one know how to take it off? Also he says the fuel should be 50:1 but I read in a past post that it should be 24:1? Who's right?

The photo below should match your carb.

Remove the large bolt on the bottom of the float bowl, part #16 in the photo.
