You invert the carburetor. With the carb upside- down, the float is set parallel to the carb casting by bending the small center tab that presses the needle to the seat. With the carb inverted, the weight of the float should be enough to seat and seal the needle so that you can not blow through the fuel inlet nipple. If it does not seal, you must replace either the needle or the seat, or both.
With the carb right side up, you now adjust the brass tab in the back of the float so that the float drop stops before the float contacts the center tube of the casting. This will usually be just above the brass high speed jet.
