flooded 115 etlf

I have a 2 stroke 115 etlf (1989 I think). Yesterday I brought it to the lake and tried to start it up but it died after a minute...

Looked closer and discovered that there was gas coming out of the air intake....

Opened the butterfly and had a friend try to start the engine, I thought it was flooded and would burn off but instead gas pored out of the air intake and the top carbs access plate...

I am assuming that there is some sort of float valve etc. stuck open in the top carb...

Do I need a rebuild kit to solve this? can I clean and re-use parts? Do I need new gaskets?

Is there a quick fix?

If you do not tear up the gaskets they can be reused. Could be trash in needle and seat , stuck float, bad float, etc you just need to see what it needs
