flooding carburetor old 9.9 4 stroke

Hi, newbie here.
Bought "late seventies" honda 9.9 4 stroke with "carb problem" Fellow I bought it from seemed to know what he was doing, did partial carb kit, but no new float or needle valve. Said inside looked good. Did not immerse in carb cleaner. Engine starts runs then dies with "flooded carburetor". He tried adjusting float level no effect, gave up.

Am posting to see what I need to look out for when I disassemble or parts to take with me, because will not have email access, or easy parts access either where engine is and I am going to try and fix. From what I can read anyways poorly seated needle valve, or upside down float can do this. Don't think this carburetor has frost plugs which is another potential cause ? Anything else? Promise I will provide all the right details when I get it apart.
