The 1/2" plywood make it sound like the deck has been replaced before to me, and who ever did it cheaped out big time!
I personally would go with a 5/8" CDX plywood minimum. The 5/8 will be considerably stronger and won't be that much difference in elevation.
... and I agree with using the urethane to seal it, but use the exterior grade Spar urethane and apply 3 coats as per instructions.
