force 150 Idle Position

My 1992 Force 150 doesnt return to idle. When I pull the throttle back to idle It doesnt go all the way back, the vertical rod with the screw stop never hits the stop. I can go back to the engine and push the cable whole aft and it returns to idle, its almost like the cable is missing a clamp or a spring somewhere to pull it back to idle. Just seems odd that I can push and pull the cable Sheath and all a little bit which returns it to idle. The only thing I havent tried to adjust is the cable end on the engine and it seems to be stuck i cant turn it on the turn barrel.
Any thoughts?

Frank I just read your post on how to adjust the linkage on a 1993 force 90 hp. Was wondering if that would be the same on my 1992 Force 150. I guess im not sure of my motor has Merc. control cables.
