Force 40 shifting problem

1994 Force 40
Winter is ending...any day now... We had a warm day and I started to go thru the engine before the season.
I shifted it up to full throttle and everything looked good, when I shifted back down it stayed at full throttle. I can shift it down at the console, but will not go back down at the carb unless I do it by hand.
FYI, was doing all this with the engine off & had no shift problems last season.

Unhook the remote cables and check if both cables moves as they should.
Check the linkage at the engine if something is stopping it to move.
Remember if you shifting with the engine off you have to turn the prop when you shift.
The clutch dog can bind as the prop shaft does not turn and you can damage the clutch dog and some other things.

The motor needs to be running to shift .
Or turn the prop by hand as you have someone shift.
It needs to be turning to shift otherwise you can damage the shifter and linkage. and stretch the cable.
