My suggestion is buy a $25 maunal, your float could need adjustment or it could be your needle and seat not sealing, more than likely you have flooded it and the result is fuel out the leg, but this can also be a fuel pump failure has the same symptons, but not necesarily leaking out the carb.

Most time a rebuild kit isn't needed.
Lots of times it's wrong anyway.
Inspect the needle like pnw suggests.
The drop and level both need to be set right.

I pulled the carb out this morning. I needle looks ok. I dint really know how to adjust the float height I moved the little tab thing a little bit in hopes the valve closes a little but. I also replaced all if the fuel line and a new fuel filter.

You have the right idea by bending the tab a little. You can test by squeezing the primer bulb. After 4 or 5 squeezes, it should get firm and no gas should leak out of the carburetor. Ideally, the float should look like the diagram below. Float should be pretty much parallel to the carb body if you hold it upside down.

On occasion, I've had to adjust the float so that the free end of it is just a hair further away from the carb body to get it to work right. I suspect that some of the replacement needle valves are not exactly the same as factory, or the floats have lost some of their buoyancy....that's just my "guess". Anyways, it works.

I got it to start as soon as I put the carb back on, I had the high idle on and was opening and closing the butterfly on the carb. But when I turned the high idle down the engine instantly shut off and I can not get the boat to start again. The primer bulb is hard , but when I crank it over gas is still coming out of carb. Do I need to mess with the float more?

Sounds like maybe the choke is engaged and flooding the motor. Do you have a fuel enrichener solenoid (choke) or a mechanical butterfly for the choke? Below is a picture of the solenoid.

If the primer bulb is getting firm, then the needle valve is working.

Re: Force 40Hp will not start

Maybe you're using the choke too much or a problem with the ignition switch and the choke is engaging when it's not supposed to? If not, the choke solenoid may be sticking open dumping too much fuel into the motor flooding it. There is a small 1/4" or so supply hose that goes from the carburetor fuel bowl to the solenoid. Disconnect that hose from the fuel bowl, and put something under the bowl to catch the gas that drains out of the bowl. Try blowing through the hose. If you can, the solenoid is stuck open or there is a piece of crud lodged in there holding the plunger open. You can also just disconnect or pinch the hose closed and see if that helps your starting problem. If it is stuck open, try spraying some carb cleaner in through the small fittings while repeatedly pressing and releasing the black button on the top of the solenoid. Maybe some compressed air if you have access to a compressor.

Re: Force 40Hp will not start

Well after messing with that solinoid I got the boat running.so I hooked the hose up to it and let it run but there was no water coming of the tail tail, and it started over heating and the buzzer was going off. So I took out the impeller and noticed it's a bit stiff. How stiff is the impeller supposed to be? is it supposed to spin freely? And also where should my throttle be set on the carb? Should it be touching the part on the carb that opens and closes the butterfly? Sorry for all the stupid questions.

Not being rude, but it is easier to ask questions if you have a manual, which by the way give you a lot of answers and troubleshooting techniques on just such problems.

The impeller should not be stiff. The roller on the linkage should be touching the cam on the carburetor.

Re: Force 40Hp will not start

ok thanks for everyone's help. after taking all the suggestions , the boat fires up no problem. so i put it in the water yesterday, and maybe about 2 minutes running a buzzer started going off, i read that s an over heating warning. plus there is no water coming out of the tell tale. but ever since i have owned the boat water never really has come out of the tell tale.
