Force/Mercury 40 HP Not Starting

At first it turned over then I let off the key. Went turn it over again and it would hardly turn over. I thought maybe the battery was dead but when I got home I put it on the charger and it was at 80%. I took the plugs out and then it would turn over but then there is no compression. Put the plugs back in and it did the same thing and would not turn over. It would turn slightly but hardly anything. I’m guessing the brushes in the starter need to be cleaned up. That boat did sit for 3 years before I got it too. Any thoughts???

Sounds like the starter could use some attention.
Also, remove, clean, and secure all connections at the starter and solenoid.
